Union Ministry to Mega Star Chiranjeevi - Samajika Nyayam???

Does Union Ministry to Chiranjeevi comes under Samajika Nyayam? Congress MP Harsha Kumar says YES!

Harsha Kumar came up with few solutions to stream line the party in the state. He suggested the leadership to induct Chiranjeevi into the Union Cabinet, appoint a dalit leader as PCC Chief and offer a ministry to present AP Congress chief Botsa Satyanarayana. In his opinion, Congress will be doing justice to the Samajika Nyayam slogan by making these changes.
The Amalapuram MP pointed out that if Congress could attract the 'Kapu' and 'SC' vote bank, it will emerge as a winner in 2014 polls. Giving much importance to both these strong communities will work wonders for the party, is what he meant.

How could offering a cabinet berth to a party leader be treated as Social Justice. Does Chiru's Samajika Nyayam means the same?
